Route 1, from the south border of Elizabeth via Rahway and Metuchen to the north border of New Brunswick, and from the south border of New Brunswick via Hightstown and Robbinsville to the east border of Trenton.
It was stated that this route would undoubtedly be used as a main artery of transportation by trucks carrying freight from New Jersey, Pennsylvania and adjacent points to and from New York.
Additionally, the former Route 1 between Elizabeth and New Brunswick became part of Route 27; a new alignment was planned from Elizabeth to south of New Brunswick, running east of the existing road and connecting directly with the Route 1 Extension.

Current US 1 from the Trenton area to Newark, at the south end of the Pulaski Skyway (including the original Skyway, which is now US 1 southbound north of Newark Airport), was built from 1928 to 1931 as 25.
When the northern end of the New Jersey Turnpike opened on 1/15/1952, the Lincoln Tunnel approach was extended past 3 to the Turnpike, causing a modification of the interchange between the two roads.

No State Route and U.S. Route could have the same number; this eliminated 1 (which was also eliminated by other criteria), 22, 30, 40 and 46.
A State Route that ended at a state border was renumbered to match the number assigned by the adjacent state.
New numbers assigned semi-arbitrarily included 15 and 20 (13-20 were not assigned in the 1927 renumbering), the sequence from 57 to 93, and 152 to 165 for minor routes (continuing from pre-renumbering 151).
