After noting that “generally, a public employee acts under color of state law while acting in his official capacity or while exercising his responsibilities pursuant to state law,” id at 50, the Court found that the fact the physician was employed on a part-time contract basis did not justify a departure from this general rule.
It is the physician’s function while working for the State, not the amount of time he spends in the performance of those duties or the fact that he may be employed by others to perform similar duties, that determines whether he is acting under color of state law.
Although the state remedies may not provide the respondent with all the relief which may have been available if he could have proceeded under § 1983, that does not mean that the state remedies are not adequate to satisfy the requirements of due process.

 History of Education in Pasco County, Florida
The road running by the school was a sandy dirt road which wove its way south-westerly through the woods, over the hill, and around a small lake to the small metropolis of Phelps Station.
In 1950 a state auditor's report on transactions of the Pasco County School Board was critical of the building of a fl school in Lacoochee for $40,431.
The school board released a statement blaming the State Department of Education for requirements for the school which were "extravagant and elaborate.” The statement also said the school had to be built quickly because the owners of the buildings then in use demanded possession of the buildings.

In Illinois, I-88 is 140 miles long from I-290 at Hillside in the Chicago metropolitan area to I-80 near Moline in the Quad Cities area.
Federal Highway Administrator Rex Whitton, a former Missouri State highway engineer, said, “We are dedicating this fine new freeway to the people, for their benefit and pleasure.” His wife, Callie Maud Whitton, snipped the ribbon formally opening the expressway, a 35-car motorcade toured the route.
Of the States with larger amounts of mileage, Nebraska was the first to open all of its 481.5 miles of Interstate System (November 1976).

Peck (1997) tabulated the troglobitic fauna of the 48 contiguous states of the United States.
Marshall Bat Cave, Texas, lost its free-tail colony after 1945, when a large, 40-m-deep shaft was dug into the rear of the cave to hoist out guano, causing too much ventilation and cooling of the cave (Elliott, 1994d).
The multiple-queen colonies live in soil mounds, but the workers invade the shallow caves in the summer, when the soil is hot and dry, and forage for moisture and food in the caves.
