In FM broadcasting, preemphasis improvement is the improvement in the signal-to-noise ratio of the high-frequency portion of the baseband, i.e., modulating, signal, which improvement results from passing the modulating signal through a preemphasis network.
Preemphasis increases the magnitude of the higher signal frequencies, thereby improving the signal-to-noise ratio.
At the output of the discriminator in the FM receiver, a deemphasis network restores the original signal power distribution.

What happens is that the preemphasis is added *before* the final limiting.
Even though there may be some multiband spectral control, there is still a significant boost of the upper spectrum that is hitting the final limter.
The receiver deemphasis section is basically returning the spectrum to theoretical "flat." Please understand thast since the final limiting is inserted in the "middle" of the preemphasis/deemphasis network, there will be a sonic change to what is heard.

Preemp/deemph networks by themselves, and unprocessed, usually mirror each other and the audio is not affected, but with moderate processing on the FM Analog side, the preemphasis network basically becomes a variable function in order to keep the upper half of the allocated 15kHz audio spectrum out of heavy clipping and distortion.
If you consider it, that's what we've been doing with FM Analog, trying to find the best method to manage the transmission path in order to improve the overall sound.
From my point of view, the huge challenge for FM Analog has been the preemphasis curve.
