DS9 Encyclopedia & Lexicon - Regular Characters: Bashir
While attending Starfleet Medical Academy, Bashir designed a nutritious candy bar to replace Federation rations, was first in his class in pediatric medicine, and was captain of the racquetball team that won the sector finals in his last year.
He graduated as salutatorian, missing one question on the final: he mistook a preganglionic fiber for a postganglionic nerve.
Bashir was offered a job at a prestigious medical complex in Paris by the father of Palis Delon, his Academy sweetheart, but decided to stay in Starfleet instead.

These are preganglionic fibers which end in various sympathetic ganglia from which postganglionic fibers conduct the motor impulses to the smooth muscles of the viscera and vessels and secretory impulses to the glands.
The sympathetic efferent fibers (splanchnic motor; viscero-motor; preganglionic fibers) are supposed to arise from cells in the intermediate zone between the dorsal and ventral gray columns and in the intermedio-lateral column at the margin of the lateral column.
These preganglionic sympathetic fibers are not distributed throughout the entire series of spinal nerves but are confined to two groups, the thoraco-lumbar from the first thoracic to the second or third lumbar nerves and the sacral group from the second to the fourth sacral nerves.

Autonomic nerves consist of nerve cells that are either preganglionic or postganglionic.
Generally, if a postganglionic fiber is affected, Horner's syndrome goes away in weeks to months, depending on the underlying cause.
If the problem involves a preganglionic fiber, additional diagnostics will likely be needed, unless there is a known history of trauma to the neck or front legs.
