One of the territories of Arctic Canada, the Northwest Territories (NWT; French, les Territoires du Nord-Ouest) has a landmass of 1,171,918 square kilometers and a population of 42,944 as of January 1, 2005.
In 1876, the District of Keewatin, at the centre of the territory, was separated from it.
The Premier of the Northwest Territories is Joe Handley.

Handley was first elected as the Member for Weledeh in the 14th Legislative Assembly on December 6th, 1999 after serving as a Deputy Minister for the Government of the Northwest Territories for more than 14 years.
Handley moved to the Northwest Territories in 1985 to assume the position of Deputy Minister of Education with the Government of the Northwest Territories.

At first, the Northwest Territories was administered by the Lieutenant Governor of Rupert's Land and the Northwest Territories (1869) and then by the Lieutenant Governor of Manitoba and the Northwest Territories (1870-76).

Northwest Territories Premier Stephen Kakfwi said continued foot dragging by the Canadian government on removing the greatest obstacle to future growth in the Arctic could endanger the C$4 billion plan for developing Mackenzie Delta gas.
He said the territories, which has said it needs C$133 million over four years to build the necessary roads, was told in late September that it would get C$20 million in federal money to facilitate construction of a Mackenzie Valley pipeline.
The Northwest Territories government has estimated that over the next 20 years existing and proposed oil and gas development and diamond mines could pump C$65 billion into Canada's Gross Domestic Product, creating 270,000 person-years of employment and generating about C$17 billion in royalties and taxes, provided it gets infrastructure improvements.

He was elected to the territorial legislature in the riding of Weledeh in 1999, and subsequently served as Minister of Finance, Chairman of the Financial Management Board, Minister Responsible for the Workers Compensation Board, Minister of Transportation, and Minister Responsible for the NWT Power Corporation.
After running unopposed in the Northwest Territories general election, 2003, he also ran unopposed for premier among his colleagues in the Legislature, and was acclaimed to that position on December 10, 2003.
