Catholic Culture : Document Library : Priests' Continuing Formation
Although the specific topic of continuing formation finds a place in Presbyterorum Ordinis, the council fathers dealt with such formation only in the broadest of outlines, speaking in Sections 18 and 19 of "helps for the priest's life," principally in terms of the spiritual and intellectual dimensions of life.
In Presbyterorum Ordinis the council fathers had already noted the "unprecedented rate" at which secular culture, particularly the scientific, medical and communication fields, and even the sacred sciences were advancing.
In a similar vein, the Directory for the Life and Ministry of Priests reaffirms the teaching of Presbyterorum Ordinis in speaking of human formation in terms of the abundance of those human virtues which are held in esteem in human relations.

Priest is shepherd to the community May 26, 1993
This is the essential purpose of their activity as pastors and of the authority conferred on them so that they may exercise it at their level of responsibility: leading the community entrusted to them to the full development of its spiritual and ecclesial life.
In particular, the priest must devote his time, energy and talents to young people, who are the hope of the community, in order to foster their Christian education and their growth in living according to the Gospel.
Lastly, attention must be paid to the need to overcome a too limited vision of the local community and every particularist and, as is usually said, "parochial" attitude to foster instead the community spirit that is open to the horizons of the universal Church.

 THE IMAGE OF THE PRIEST
The principal cause of such a renewal, insofar as it concretely regards the Decree Presbyterorum Ordinis, is certainly to be sought in the decisive acceptance of the theological perspectives opened up by Lumen Gentium, which allowed the assumption and the bringing together to a higher synthesis of various earlier ecclesiological concepts.
The objective of the Decree Presbyterorum Ordinis was not to unite two diverse conceptions of the priesthood but to set forth the doctrine on the priesthood from the starting point of the basic principles which inspired the Council’s ecelesiology, which principles we have recalled synthetically at the beginning of this presentation.
In the re-reading of Presbyterorum Ordinis which we have done in the context of Vatican II — we have attempted to connect, at least implicitly, an analysis of its contents (only those most significant for our theme) with the pastoral projection of conciliar doctrine, which is always lively and full of stimulating ideas.

These men were to hold in the community of the faithful the sacred power of Order, that of offering sacrifice and forgiving sins, and were to exercise the priestly office publicly on behalf of men in the name of Christ.
Although the Pope has primacy of jurisdiction over them, bishops “are not to be regarded as vicars of the Roman Pontiff; for they exercise the power which they possess in their own right and are called in the truest sense of the term prelates of the people whom they govern” (Lumen Gentium, 27).
Zealous in promoting the sanctity of their clergy, their religious, and their laity “according to the vocation of each individual” (Presbyterorum Ordinis, 15), bishops are charged with encouraging and coordinating all forms of the apostolate within their dioceses (Presbyterorum Ordinis, 17).

Taking their cue from the Council (Constitution 'Lumen Gentium', 31; Decree 'Presbyterorum Ordinis', 8) they propose that priests undertake a professional or manual activity in civil life: 'priests in the factory', etc. We would like to know your opinion on this.
It is worth bearing in mind here that the competent conciliar Commission rejected, with the subsequent approval of the General Congregation, a Council father's proposal that there be no priestly associations other than those fostered or directed by the diocesan bishop.
To understand properly the legitimacy and scope of the secular clergy's right of association and avoid all misunderstandings, reservations or danger of anarchy, one should recall the distinction which necessarily exists and which should be respected, between the cleric's ministerial function and the sphere of his personal life.

This divine pledge of Our Lord's Body and Blood, the Second Vatican Council assures us, is so important in uniting the Church that all her other actions are directed towards it.
Moreover, as Presbyterorum Ordinis goes on to state in the following excerpt, in carrying out any action as Catholics we recall the Eucharist as the end towards which such action is directed:
So priests must instruct them to offer to God the Father the divine Victim in the sacrifice of the Mass, and to join to it the offering of their own lives.
