The educational situation for Franco-Ontarians is largely a result of the decision of the Ontario Court of Appeal in Reference Re Education Act of Ontario.
In its 1993 annual report, the Office of the Auditor General of Ontario observed that the quality of instruction in French in Ontario is not, on average, equivalent to the instruction offered in English-language schools, and that there was a shortage of pedagogical resources in French and a lack of French-speaking teachers in some areas.
It is somewhat surprising that the Prescott and Russell system is established in regulations under the Education Act, while the Act itself is silent as to this sort of system.
