It might sound cynical, but maybe ending the Presevo rebellion was NATO’s quid pro quo to the Serbs, a favor for Belgrade in return for Serbia and Yugoslavia standing idly by as UN/NATO’s governor of Kosovo gave the occupied province a quasi-independence "Constitution" last week.
The final straw has to be the recent initiative by Nebojsa Covic, deputy Prime Minister in charge of the Presevo situation, to partition Kosovo into ethnic entities.

Former KLA guerrilla soldiers quickly established bases in the demilitarized zone, and Serbian police had to stop patrolling the area to avoid beeing ambushed.

PRESEVO -- Saturday – Two fifteen-year-old girls were wounded in one of a series of explosions last night in the courtyard of a cultural centre in the south Serbian town of Presevo.
Two grenades, it was confirmed to Tanjug in RTV Vranje, fell in the courtyard of the Cultural Center, while one fell on an adjacent house.
In a statement for BK Television, Covic assessed that the attack Saturday evening on Presevo, in which two fifteen-year-olds were slightly injured, was yet another attempt to destabilize the south of Serbia, but also evidence that the terrorists are panicking.

About 20’000 ethnic Albanians gathered on 9 January in southern Serbia's Presevo region for the funeral of 16 year-old Dashnim Hajrullahu, who was killed by a Serbian border guard two days earlier as he tried to cross illegally into Macedonia in the border triangle region between southern Serbia, Macedonia, and Kosova.
Presevo Mayor Riza Halimi said "if it is the desire of the state to defend its integrity and sovereignty by murdering a child, then such a state has no chance of survival".
Croatia has long called for the removal of Serbian troops along their common border in response to several apparently isolated incidents, and the EU has reportedly urged Serbia to replace border troops with specially trained police in order to cut down trafficking in drugs, goods, and humans headed for EU countries.

Presevo High School student Dasnim Hajrullahu was killed on January 7 near the village of Miratovac, close to Serbia’s border with Macedonia.

The Presevo Valley was the scene of armed confrontations in late November and early December between ethnic Albanian fighters belonging to the Liberation Army of Presevo, Bujanovac and Medvedja (known by its Albanian acronym UCPMB, standing for Ushtria Clirimatre e Presheve, Medvegje e Bujanovac) and Serbian forces.

The South Serbia Coordination Centre reported that great progress has been made in the municipality of Bujanovac, but that there are still many problems to take care of, one of the main ones being the lack of participation in the institutional system by Albanians.
Justice Minister Stojkovic and Human and Minority Rights Minister Ljajic, who is also president of the Coordination Centre for the municipalities of Bujanovac, Presevo and Medvedja, met with South Serbia municipal officials Riza Halimi, Nagib Arifi and Slobodan Draskovic regarding the methods of getting Albanians to participate in the regional legal institutions.
Presevo Municipal President Riza Halimi told B92 that during the discussions, all possible solutions for creating a better ethnic balance within the courts were taken into consideration.

This situation along the Kosovo and Presevo Valley border region constitutes a threat to peace and security for Kosovo and could develop into a regional security issue.
Any unrest, instability or insurgency operations within the Presevo Valley are clearly not in the best interest of the international community, KFOR military forces or the people of Kosovo.
