The Mexico City Retrofit project was launched in June 2004 with funding from the U.S. Environmental Protection Agency and EMBARQ which have awarded grants of $200,000 and $161,000, respectively, to the Mexican Center for Sustainable Transport (CTS), which is managing the project.
The CTS, founded by a partnership between Mexico City and EMBARQ in May of 2002, is responsible for assisting the government of Mexico in implementing the diesel retrofit project, as well as assisting with the planning and implementation of a Bus Rapid Transit corridor along Mexico City’s primary avenue, Avenida Insurgentes.
Although the project was a pilot study for 20 buses, the city authorities are expected to implement new policy to require clean-up of the heavy duty diesel engine fleet of trucks and buses circulating in Mexico City.

He was called the "Teflon President" because, to his followers, he could really do no wrong in their eyes.
So, tying this all back into Eisenhower, I think that it points up how much a "presidency" tends to be evaluated by personality of the individual president and the mood of the populace at the time.
