Chad must pass a new budget law by July that ensures it does not use oil money for military purposes and begin to reform the way public money is managed, which includes fighting graft.
Chad contends Darfur is being used as a staging ground for Chadian rebels, while Sudan accuses Chad of supporting Darfur rebels.
