Under the 1994 constitution Moldova was designated as a "presidential-parliamentary republic." However, since the constitution did not adequately define how executive powers were to be shared between the prime minister and the president, there was a constant power struggle within the executive branch.
In an effort to derail attempts by President Lucinschi to change the constitution, in 1999 Parliament passed an amendment to the constitution that established Moldova as a "parliamentary republic." These changes fundamentally weakened the powers of the presidency and made the chief executive dependent on the legislature's continued support to remain in office.
Despite the weakness of political parties in Moldova, competition for political power is waged among two rival camps with distinct policy differences in regard to the issue of national sovereignty.

During the Middle Ages the territory of Republica Moldova (including most of present-day Moldova but including also districts to the north and south, known as Northern Bukovina and Bugeac) formed the eastern part of the principality of Moldavia (which, like the present-day republic, was known in Romanian as "Moldova").

After the Russo-Turkish War of 1806-12, the eastern half of Moldova (Bessarabia) between the Prut and the Dniester Rivers was ceded to Russia, while Romanian Moldova (west of the Prut) remained with the Turks.
In 1940, Romania was forced to cede eastern Moldova to the Union of Soviet Socialist Republics (U.S.S.R.), which established the Moldavian Soviet Socialist Republic by merging the autonomous republic east of the Dniester and the annexed Bessarabian portion.
Moldova remained part of the U.S.S.R. until the early 1990s; the Soviet Union was formally dissolved In December 1991.

The President of Moldova, Vladimir Voronin, visited NATO HQ on 7 June to present a proposal for deeper co-operation with the Alliance, in the form of an Individual Partnership Action Plan.
Earlier in the day, the President and Secretary General Jaap de Hoop Scheffer held a meeting in which they discussed a number of issues, including the situation in Transdniestria, the Russian-speaking area of Moldova where Russian troops have been stationed since the end of the civil war, which broke out in 1992.
Transdniestria was also discussed in the Council, with President Voronin and NATO Ambassadors exchanging views, including on a recent proposal put forward by Ukraine for a solution to the conflict, and to strengthen border controls with Moldova in order to stem the illegal trafficking of persons and arms.
