The President of Romania Emil Constantinescu delivered a lecture last Wednesday at Bilkent University covering many areas from International Relations to Bilkent University and NATO.
He went on to talk about the excellent relations between Turkey and Romania on the political, economic and cultural levels indicating Romania's full support for Turkey joining the European Union and Turkey's support for Romania's application to become a member of NATO.
This is the 3rd honorary degree to be given by Bilkent.

The Constitutional Court shall supervise the observance of the procedure for the election of the President of Romania, and it shall confirm the ballot returns under the conditions stipulated by the law for the Election of the President of Romania.
(3) In case the President of Romania has been suspended from office, the request to establish the circumstances justifying the interim shall be made by the President who presided over the proceedings of the common session of the two Chambers of Parliament, on the basis of the decision adopted at the common session.

 HOW PARLIAMENT OF ROMANIA WORKS
The President of Romania designates a candidate for the office of prime minister, after the consultation of the party which has an absolute majority in Parliament, or, if there is no such a majority, of the parties represented in Parliament.
In other words, the President of Romania cannot act arbitrarily in designating the candidate to the office of prime minister; he is obliged by the Constitution to appoint a candidate with chances to obtain the confidence of Parliament.
In this situation, the President of Romania may resort to the proposal of new candidates for the office of prime minister, followed by new solicitations of the vote of confidence.

After leaving Romania early on Friday morning, President Yushchenko will go to Chişinău, Republic of Moldova, to attend the GUUAM meeting, a joint meeting of the head of state of Georgia, Ukraine, Uzbekistan, Azerbaijan and Moldova.
