Slovakia slipped into constitutional hiatus on March 2, 1998 when the last president, Michal Kovac, finished his term of office and parliament, under authoritarian premier Vladimir Meciar, was too divided to agree on a successor.
Even Meciar, famed in Slovakia for spectacular open-air rallies, focused his campaign on smaller cities and villages, meeting his supporters mainly inside village halls and clubs Slovak integration with the West and social issues were the main substantive issues in the campaign.
Slovakia became independent when Czechoslovakia split apart in a peaceful divorce in 1993 but in the years that followed Meciar's government was accused by the domestic opposition and the European Union of backsliding on democratic reforms.
