President of Congress Octavio Lepage was in charge of the government until Ramón J. Velásquez was elected by Congress on June 4, 1993.

The president is elected by a plurality vote under direct and universal suffrage, serves for five years, and cannot be reelected until after two intervening terms have passed.
President Carlos Andrés Pérez became the first Venezuelan elected to serve two terms of office under this provision of the 1961 constitution; he won the December 1988 election after having served as president from 1974 to 1979.
President Pérez's announced policy of privatization of some parts of the public sector could also have an impact on inefficient personnel practices.
