The President of the Confederate States was the Head of State of the short-lived republic of the Confederate States of America, which seceded from the United States.
According to the Confederate States Constitution, the president's office was almost entirely the same as that of the President of the United States.
Though he could not directly propose legislation, he was given the power to nominate members of the Supreme Court of the Confederate States, ambassadors, cabinet members, and other executive officials to be approved by the Senate.

The Confederate Congress responded to the hostilities by formally declaring war on the United States in May 1861--calling it "The War between the Confederate States of America and the United States of America." The Union government never declared war but conducted its war efforts under a proclamation of blockade and rebellion by President Lincoln.
The legislative branch of the Confederate States of America was the Confederate Congress.

The Confederate States shall be open for inclusion to all jurisdictions and territories who may petition to become a part of the Confederate States, and who by their regional convention, election, or plebecite, agree to ratify this Constitution.
The President shall, at stated times, receive for his services a compensation, which shall neither be increased nor diminished during the period for which he shall have been elected; and he shall not receive within that period any other emolument from the Confederate States, or any of them.
The President shall have power to fill all vacancies that may happen during the recess of the Senate, by granting commissions which shall expire at the end of their next session; but no person rejected by the Senate shall be reappointed to the same office during their ensuing recess.

On February 9, 1861 the seceded states met in Montgomery, Alabama and chose Jefferson Davis as provisional President of the Confederate States of America.
President Davis put Brigadier General P.G.T. Beauregard in command of the artillery batteries that ringed Fort Sumter at Charleston S.C. Secretary of War Leroy P. Walker, with Davis' permission, ordered Beauregard to not let the fort be resupplied.
President Davis and Vice President Stephens ran unopposed in a general election in the autumn of 1861.

Congress also authorized the suspension of the habeas corpus act for ten miles around Richmond, and the formation of a military police, for the alleged reason that the government was continually in danger from the presence in Richmond of National spies, and the consequent plots and intrigues.
As secretary of war for President Franklin Pierce (1853-1857) he strengthened the Army and coast defenses, directed railroad surveys, and supervised the enlarging of the U.S. Capitol and the construction of a water viaduct in Washington, D.C. He re-entered the Senate in 1857 and was a recognized as a spokesman for the South.
Hoping to be appointed commander of all southern armies, he found himself instead elected president of the Confederate States.
