Joaquín Antonio Balaguer Ricardo (September 1, 1906 – July 14, 2002) was the President of the Dominican Republic from 1960 to 1962,from 1966 to 1978, and again from 1986 to 1996.
Balaguer was born in the Dominican Republic from a Puerto Rican father and a Dominican mother.
He ran for president in 2000 but was placed third with 24.6% of the first-round vote.

Hipolito Mejia Dominguez, the President of the Dominican Republic, told correspondents at a Headquarters press briefing this morning that his time at the Millennium Summit was an “unforgettable experience”.
The President replied that it was not the primary cause but it was one of the causes.
Asked what the President expected as the outcome of the Millennium Summit, he replied that he had initially been quite critical about this type of meeting, but at this point he was optimistic.

Amnesty International has appealed to the President of the Dominican Republic not to seek the recapture of Luis Lizardo Cabrera, a political activist detained in 1989, who escaped from prison on 24 December 1996 and whose current whereabouts are unknown.
In a letter to the Dominican President, Leonel Fernández Reyna, Amnesty International reiterated its conviction that Luis Lizardo, who was detained following allegations that he was involved in the bombing in April 1989 of an educational centre in Santo Domingo, is a prisoner of conscience.
In its letter, the human rights organization reminded President Fernández that the Dominican Republic has ratified the International Covenant on Civil and Political Rights and the American Convention on Human Rights, and that the detention of Luis Lizardo is in contravention of these instruments.
