The European Council, sometimes informally called the European Summit, is a meeting of the heads of state or government of the European Union, and the President of the European Commission (not to be confused with the Council of the European Union, or the Council of Europe).
The decision was further justified by the increasing violence at European Council meetings, which culminated in the shooting of a protester at the Gothenburg European Council in Sweden in June 2001.
The role of President of the assembled European Council is performed by the head of government or head of state of the member state currently holding the Presidency of Council the European Union.

The President of the European Commission is notionally the highest ranking unelected official within the European Union.
The President of the Commission is selected by consensus among members of the European Council and must subsequently be approved by the European Parliament, along with the remainder of the Commission.
As the head of the European Commission, effectively the executive branch of the European Union, it is sometimes argued that it would be appropriate for the President to be elected by the European Parliament, or directly elected by citizens, rather than being chosen by national governments.

The President of the European Council shall, at his or her level and in that capacity, ensure the external representation of the Union on issues concerning its common foreign and security policy, without prejudice to the powers of the Union Minister for Foreign Affairs.
European laws and framework laws adopted under the ordinary legislative procedure shall be signed by the President of the European Parliament and by the President of the Council.
European decisions relating to the common foreign and security policy shall be adopted by the European Council and the Council unanimously, except in the cases referred to in Part III.

If a member of the Council declares that, for vital and stated reasons of national policy, it intends to oppose the adoption of a European decision to be adopted by a qualified majority, a vote shall not be taken.
If he or she does not succeed, the Council may, acting by a qualified majority, request that the matter be referred to the European Council for a European decision by unanimity.

The constitutional project adopted by consensus by the European Convention on June 13 and July 10, 2003 was submitted to the President of the European Council in Rome on July 18, 2003.
The President of the constitutional convention, Valery Giscard d'Estaing, former President of the Republic of France (1974-1981) has presented the project in a book of 378 pages including 68 pages of introduction, 274 pages of constitutional text and 36 pages of appendixes.
