Today the Senate, after having been quite cooperative with Malacañang, has been turning increasingly hostile to the President, while the House, which in the past was slightly less cooperative because of the dominant Lakas-CMD Party and its coalition partner’s distrust of President Gloria Macapagal-Arroyo, has become her biggest and most reliable institutional ally.
Ms Arroyo is not the first president to challenge a Senate president, and Franklin Drilon is not the first Senate president to face the wrath of a chief executive.
