Uganda shall be divided into as many constituencies for the purpose of election of members of Parliament as Parliament may prescribe; and each constituency shall be represented by one member of Parliament.
The executive authority of Uganda is vested in the President and shall be exercised in accordance with this Constitution and the laws of Uganda.
A member of the Commission may be removed from office by the President only for (a) inability to perform the functions of his or her office arising out of physical or mental incapacity; (b) misbehaviour or misconduct; or (c) incompetence.

Uganda reports that MRE has been instrumental in providing the army with information about mines and UXO to be removed, with the amount of mines/UXO reported and recovered rising from 31 in 2001 to 111 in 2002.

KAMPALA, Uganda (CNS) -- As Ugandan elections approached, the Catholic Church and Christian groups took a leading role in trying to ensure that the presidential candidate chosen by the people is the candidate who actually wins.
Patrick Okumu, a Catholic volunteer for the Ugandan Joint Christian Council and a graduate student in human rights at Kampala's Makerere University, was at the Christian council's offices Feb. 20 as workers prepared to send white bibs with the words "Election Monitor" to nearly 20,000 people, one for every polling station in the country.
Uganda also became embroiled in the war in the Democratic Republic of Congo and recently was ordered to pay billions of dollars in reparations for looting the country.

The report of the High Commissioner (E/CN.4/2002/86, 9 November 2001) reflects the work and findings of a mission that was undertaken by the OHCHR to assess the situation on the ground with regard to the abduction of children from northern Uganda.
The report also notes that at the time of the OHCHR mission, mixed messages from the political leadership were being reported in the media which tended to undermine the peace process and exacerbate hostility between the two countries.
The High Commissioner stated that the challenge remains to identify means to provide sufficient protection to the population from the continuing threat posed by the LRA in order to allow those in the camps to return to their place of origin and improve their living conditions.

Official results from Uganda's electoral commission on Saturday showed that Museveni -- in power for 20 years -- garnered 59.28 percent of the vote, held on Thursday.
He said his party has decided to "reject the results announced by the electoral commission" and will decide on "further action once we have our results," referring to a parallel vote tally conducted by the opposition.
The vote was the nation's first multi-party presidential elections in 25 years.
