In the moral or physical absence of a Presiding Archbishop and until a proper election is held and certified, the Synod of Bishops elects an administrator to oversee the normal functioning of the Church.
Bishops may be elected from among the presbyters or deacons of this jurisdiction or, called from other valid, apostolic jurisdictions.
The Synod of Bishops elects an interim administrator in the absence of a Presiding Archbishop.

Presiding Bishop Griswold, the 25th Presiding Bishop, was elected to a 9-year term at General Convention in 1997 and began serving on January 1, 1998.
Bishops and all others are accountable to the General Convention, a bicameral legislature which meets triennially (and may have special meetings, such as the one at South Bend in 1969).
If female bishops increase their share of the House at the same rate that female deputies have experienced, by the year 2023 (34 years after the first female bishop) there will be 27 female bishops (an estimated 17% of the active bishops).

Building on their earlier study of globalization at last fall's meeting in Vermont, the bishops used their time at Camp Allen near Houston to study different areas of reconciliation as both the mission of the church and as integral to the role of a bishop.
Bishop Claude E. Payne of Texas said he saw the bishops' discussions as an example that the Episcopal Church is adapting to cultural change.
Bishop Chester Talton of Los Angeles, who chairs the planning committee, said that one of the most positive and important changes is that the meetings were beginning to focus on world issues.

If the Presiding Bishop determines the Church is not of one mind on this matter and the proposal is deemed appropriate, within one month (30 days) from receipt in section 1, the Presiding Bishop shall publish the proposed Doctrinal Statement.
If the Presiding Bishop and the Committee on Theology determines it may depart from an essential point of doctrine in the Church of England or the Anglican communion, it will be distrbuted to the Archbishop of Canterbury and the International Commission on Doctrine for the Anglican Communion for comments.
The Presiding Bishop and the Committee on Theology shall place the final proposed Doctrinal Statement and pastoral letter, with any comments from the Archbishop and the International Commission, before the next General Convention.

It appears that the intent of the amended canons was to establish a process for a determination by the House of Bishops that the alleged heretical statement was in fact heretical, and contrary to the doctrine of the Episcopal Church.
The resulting scenario is that a bishop of the Episcopal Church allegedly holds and teaches, publicly or privately, and advisedly, a doctrine contrary to that held by the Episcopal Church.
The House of Bishops then determines, by a majority vote, that the doctrine held and taught advisedly by the bishop is in fact contrary to the doctrine of the Episcopal Church.

 Metropolitan Spiritual Church
The Archbishop (Senior Presiding Bishop), the Coadjutor (President of the College of Bishops) and the Chairperson of the Board of Directors shall have the authority to request an officer's resignation or to retain said officer at the end of each term (or every four (4) years).
He/she shall preside at all meetings of the members, except in those instances in which the authority to execute is expressly delegated to another officer or agent of the corporation or a different mode of execution is expressly prescribed by the College of Bishops and the Board of Directors or these By-Laws.
The elevation of the Senior Presiding Bishop to Archbishop shall be at the sole discretion of the College of Bishops and shall be considered only after the transition of the previous Archbishop, consideration shall be given within one (1) year.

 Constitutions & Canons Regarding Electing a New Presiding Bishop
At the General Convention next before the expiration of the term of office of the Presiding Bishop, it shall elect the Presiding Bishop of the Church.
The term and tenure of office and duties and particulars of the election not inconsistent with the preceding provisions shall be prescribed by the Canons of the General Convention.
The certificate of election on the part of the House of Bishops shall be sent by the Presiding Officer to the Standing Committees of the several Dioceses, and if a majority of the Standing Committees of the Dioceses shall concur in the election, the Bishop elected shall become the Presiding Bishop of the Church.

Letters recently written to the Presiding Bishop of the Episcopal Church and to the Archbishop of Canterbury privately and confidentially by twenty-one colleagues have been aired and responded to, in the case of the Presiding Bishop at least, in a very public way.
The Presiding Bishop indicates that “the circulation of the letter to me and the Archbishop of Canterbury has been reported by The Living Church.” An important point must be made here: the letters were sent, not circulated.
The Presiding Bishop expresses his sense that it was “extremely discourteous” to himself personally and to his Office not to have been copied on the letter to the Archbishop.

I\’m told the bishop in a diocese very close to mine threatens, and in at least one case, actually is, appointing a vicar to a large, well established church.
