The Vice President of the United States is the presiding officer of the Senate but is not a senator and does not vote except to break ties.
The powers of the presiding officer are extremely limited; he or she primarily acts as the Senate's mouthpiece, performing duties such as announcing the results of votes.
The presiding officer may rule on any "point of order" (a senator's objection that a rule has been breached), but the decision is subject to appeal to the whole house.

The Regional Presiding Officer is designated by the Regional Administrator to serve as adjudicator in EPA administrative cases not governed by the Administrative Procedure Act, including cases involving the administrative assessment of civil penalties as enforcement sanctions under the Clean Water Act, the Safe Drinking Water Act, and the Oil Pollution Act.
The Regional Judicial and Presiding Officer conducts public hearings under various environmental statutes administered by EPA, including the National Environmental Policy Act and the Safe Drinking Water Act, and serves as an agency neutral in other matters in which the Region determines that the designation of an agency neutral is appropriate.
The alternate Regional Judicial and Presiding Officer in Region 07 is Karina Borromeo.

If a presiding officer has not been designated, the Chief Administrative Judge has jurisdiction or, if he or she is unavailable, another administrative judge or administrative law judge has jurisdiction.
When a notice of hearing provides that the presiding officer is to be an administrative judge or an administrative law judge, the Chief Administrative Judge will designate by order the administrative judge or administrative law judge, as appropriate, who is to preside.
The presiding officer's jurisdiction in each proceeding terminates when the period within which the Commission may direct that the record be certified to it for final decision expires, when the Commission renders a final decision, or when the presiding officer withdraws from the case upon considering himself or herself disqualified, whichever is earliest.

The chief Pentagon prosecutor in the military trials of alleged al Qaeda fighters at Guantanamo Bay has requested that the presiding officer in the cases "closely evaluate" his impartiality and consider resigning, according to a document filed in the tribunal proceeding.
The prosecutor, Army Col. Robert L. Swann, suggested in the document filed Sept. 7 that in effect he accepted some arguments put forward by military defense lawyers last month that the presiding officer in the four cases, Army Col. Peter E. Brownback III, should consider stepping down.
Swann also wrote that he does not "object to the defense challenges for good cause" of three other military officers who are members of the military commission.
