It is a price index which tracks the prices of a specified set of consumer goods and services, providing a measure of (A general and progressive increase in prices) inflation.
The CPI is a fixed quantity (An index that traces the relative changes in the price of an individual good (or a market basket of goods) over time) price index and a sort of (An index of the cost of all goods and services to a typical consumer) cost-of-living index.
Prices for the goods and services used to calculate the CPI are collected in 87 urban areas throughout the country and from about 23,000 retail and service establishments.

 The Consumer Price Index
An index number is a derived quantity that describes the ratio of a quantity and its value at a base period (or its values at a standard).
The final price is actually a weighted sum, the weights reflecting the proportion that the average family spends on various categories and population of the geographic area.
While the CPI number is derived from the price of the market basket, it is actually unitless; to be precise it is the ratio of the price of the market basket in a given year to the price in the base year multiplied by 100.

With the upward pressure exerted by the substantial increase in gasoline prices, the CPI rose by 0.9% in September to 129.1 (1992=100).
For example, the average price of regular unleaded gasoline at self-service stations in Montréal was 119.0 cents per litre in September compared with 107.4 in August.
The main factor behind the upward pressure was the rise in prices for women's clothing (+7.5%), while most of the downward pressure was due to a 0.7% decrease in prices for homeowners' maintenance and repairs.

 House Price Index Methodology
The Halifax House Price Index is the UK's longest running monthly house price series covering the whole country from January 1983.  The UK Index is derived from the mortgage data of the country's largest mortgage lender, which provides a robust and representative sample of the entire UK market.
The indices calculated are 'standardised' and represent the price of a typically transacted house.  The need for 'standardisation' arises because no two houses are identical and may differ according to a variety of characteristics relating to the physical attributes of the houses themselves or to their locations.
In summary, prices are disaggregated into their constituent parts using a commonly used statistical technique called multivariate regression analysis.  This allows values to be attributed to the various qualitative characteristics (type of property, region, etc.) and quantitative characteristics (age of property, number of habitable rooms, garages, bathrooms, etc.) of a property.
