The Directive states that members of the Federation (including Starfleet) must not interfere in the internal affairs of another species, or the natural development of pre-warp civilizations, either by direct intervention, or the revelation of technology (including the means to create such technology) to the inhabitants.
Though the Ba'ku were initially treated as "protected" by the Prime Directive (Admiral Dougherty's and the Son'a's machinations aside) due to the appearance that they were a pre-warp culture, it later became known that they in fact were not.
While the Prime Directive was not officially formulated until after the 2160s, the fundamental principles were an important part of Earth Starfleet procedures as early as 2152.

While the Borg are obviously more advanced than many of the civilizations the Prime Directive often applies to, there's no denying that Janeway's interference here — and the knowledge she supplies the Borg with — decisively alters the outcome of a major conflict.

However, the fact that the third rider ran into the second rider suggests that she was either riding too close to the second rider, or was inattentive, or was so confused by the unorthodox behavior of bike two that she could not react fast enough to prevent the accident.
That said, if you accept the prime directive and assume that all the other riders have done the same, then you are also tacitly acknowledging that you trust the rider behind you.

Regardless of the desirability of a Prime Directive, the question still remains as to whether or not the evolution of the human species on the planet Earth has been and continues to be accorded the same courtesy that our fictional descendants have decreed for other worlds.
Any ET equivalent of the Prime Directive seems to have been consistently and extensively violated in Earth’s past, and may be continuing to be violated in the present and immediate future.
