1 Prime ministers in republics and in monarchies
The post of prime minister is one which may be encountered both in constitutional monarchies (such as Belgium, Denmark, Japan, the Netherlands, Norway, Spain, and the United Kingdom), and in republics in which the head of state is an elected (such as France) or unelected official (such as Germany) with varying degrees of real power.
Contrary to popular and journalistic myth, most prime ministers in parliamentary systems are not appointed for a specific term of office and in effect may remain in power through a number of elections and parliaments.

A commitment to a regional approach in forest conservation and exploitation was the common theme as forestry and environment ministers from six Central African countries began a two-day meeting to stamp their approval on plans to implement the Yaounde Declaration.
The ministers are now examining a plan drawn up by technical experts with input from organisations such as WWF, which lists specific priority action programmes for each of the six countries for the next 2 years.
It commits the three countries to harmonising their forestry policies in a region where illegal logging is causing severe forest degradation and to working together on a range of issues to protect the huge diversity of fauna including forest elephants, chimpanzees and gorillas which are greatly hunted for their meat.

Prior to this, however, a political struggle for the leadership of West Cameroon had developed between Jua and Solomon Tandeng Muna since, constitutionally, Foncha could not be both Prime Minister of West Cameroon and Vice-President of the Republic.
Muna and his group formed a new political party, the Cameroon United Congress (CUC), which pledged support for the Federal Constitution but advocated the creation of a single political party and a unitary system for the whole country.
In 1970, the clause in the Federal Constitution which barred one and the same person from simultaneously occupying the posts of Prime Minister of West Cameroon and Vice-President of the Republic was overridden and Muna was appointed Vice-President of Cameroon in addition to his position as Prime Minister of West Cameroon.
