In order to achieve democracy, Serbia needs to build a forward-looking market economy so that it can be competitive and create legal rules for people to follow, said Djindjic, who rose to power as Serbia's president in January 1994 after creating the Democratic Party in 1989 with a group of Serbian dissident writers and intellectuals.
The prime minister stressed patience and said that in order to protect the returning citizens, basic institutions like laws first needed to be implemented.
