While the modern office of Prime Minister developed in the UK the first actual usage of the word Prime Minister or Premiere Minstre was used by Cardinal Richelieu, when, in 1624 he was named to head the royal council as prime minister of France.
The Prime Minister is formally the presiding minister of the Privy Council and the cabinet.
The last prime minister not to be First Lord of the Treasury was Lord Salisbury at the turn of the 20th century.

Officials in Taiwan and Singapore were not immediately available to comment on the newspaper report, which said Lee would also discuss Taiwan's possible participation in the Association of South East Asian Nations (ASEAN).
It would be the second visit to Taiwan by Lee, Singapore's former prime minister, since Taiwan President Chen Shui-bian swept to power in 2000, ending five decades of Nationalist rule.
Taiwan and China have been diplomatic and military rivals since the end of a civil war in 1949, but their economies have become increasingly intertwined as Taiwan investors have poured up to US$100 billion into China since the late 1980s.

The issue is a sensitive one as depending on the outcome either the Council of ministers will look foolish for making public a pro China stand and then backing down or the Prime Minister will lose face for not being able to get approval for his agreement with Taiwan.
