		The Prime Minister is a powerful political leader of the government while the President of Israel is a largely ceremonial head of state.
		For the Prime Minister to be deemed to have successfully "formed a government" his coalition government must have the total support of 61 members (a majority) in the Knesset.
		Thus, in 2003 and subsequent elections, the Prime Minister is chosen by a majority in the Knesset.
