The way to Pearl HarbornJapanese plans in East Asia
Prince Konoe, who was the PM in 1941, was faced with a dilemma: he did not feel ready to go to war with the U.S., and on the other hand, he was not ready to withdraw Japanese troops from Indochina as US requested, which was his springboard to southeast Asia.
Prince Konoe, who had become pro-fascist, still hoped to negotiate a friendlier U.S. attitude toward Japan.
Not willing to make the imperial house too obvious an aggravator for war, after Prince Konoe's resignation in October 1941, Hirohito rejected the nomination of Prince Higashikuni as the next PM, but instead nominated General Tojo who was consistently for the war in southeast Asia, as the PM.

Despite the linkages Prince Konoe and Matsumoto had developed with the Japanese government, each of their efforts was really a private action without formal governmental authorization.
Konoe had persuaded the Lord of the Privy Seal, Kido Koichi, that he should handle the revision of the Constitution in a capacity similar to that of Ito Hirobumi as a “special appointee” of the Office of the Privy Seal, that is, of the Emperor.
However, a power struggle ensued between Konoe, who had no formal office, and the new Shidehara Cabinet over control of constitutional reform which ended when SCAP became concerned about Konoe’s war record and suddenly repudiated Konoe’s work on the Constitution.

MacArthur actually asked Prince Konoe Fumimaro, the former prime minister whose government started the 1937 war against China and signed the 1940 pact with the Axis, to advise him about constitutional reform.
That Konoe's conservative proposals were abruptly rejected revealed the elite's misconception that reform could be minimal.
The veterans' letters, Konoe's suicide, and MacArthur's imposition of a new legal system that promised human rights, free political expression, new educational systems, and decentralized police authority -- all symbolized the stunning openness and opportunity that suddenly seemed to blanket Japanese society.
