The new Reichskanzler Prince Max von Baden thus offered a cease-fire to President Wilson on October 3, 1918.
On October 28, 1918, the 1871 constitution was finally amended to make the Reich a parliamentary democracy, which the government had refused for half a century: the Chancellor was henceforth responsible to Parliament, the Reichstag, and no longer to the Kaiser.
On November 9, in a legally questionable act, Reichskanzler Prince Max von Baden transferred his powers to Friedrich Ebert, the leader of the MSPD.

Other members of the Warburg family conducted the banking house of M. Warburg and Company, Hamburg, controlling German shipping and the Hamburg-America line in particular.
The memoirs of Prince Max of Baden, last German Imperial Chancellor, show that Herr Max Warburg, head of this bank, helped to draft the proclamation setting up the German Republic in 1918.
Carl Melchoir, another partner in the bank, was later active in establishing the Bank for International Settlements, the world central bank of all the reserve banks.
