In the 10th c., Abkhazia became part of the Georgian state of the time (the Bagratid dynasty), during a period of anarchy between vassal princes and nobility.
Abkhazia was recognised as a Soviet republic by the Bolshevik leaders of Georgia.

Talking about Russian spies running Abkhazia is a hot potato, whether true or otherwise, it doesn't help the peace process and could be seen in international eyes as an excuse for futher interference by the Russians in the region.
His duty is to take care and see that the International resolution on the economic blockade of Abkhazia be continued until the criminal gang imposed upon the population by Russia is removed and severely punished.
