A Private Member's Bill is a proposed law introduced by a backbench member of parliament, whether from the government or the opposition side, to that legislature or parliament.
Note that a Private Member's Bill should not be confused with a private bill; Private Members' Bills are in fact public bills.
In contrast, Ireland's parliament, the Oireachtas Éireann, rarely passes Private Members Bills, with the overwhelming number of Bills being passed all being introduced by members of the Irish government.

Although all Members, subject to time constraints, are able to participate in debate on government business, the requirement for debate to be relevant to the question before the House obliges them to confine their remarks to matters on the government agenda.
To enable Members to be assured of a significant period free of interruptions, any division called for in the House during private Members' business, on a question other than a motion moved by a Minister, is deferred until after grievance debate.
A private Member wishing to move a motion or introduce a bill gives notice (that is, advance warning of his or her intention) in writing to the Clerk.

The Bill sets out the common ground between those who want to retain smacking and those that want it abolished, Mr Smith said - namely that genuine child abuse should be a criminal offence and that people who abuse their children should be convicted of assault.
Thus the purpose of this Bill is to ensure that section 59 is not used successfully as a defence for the physical abuse of children, while upholding the ability of parents to use physical force to discipline their children when appropriate.
Clause 6 and Part 2 of this Bill provide a clear signal to parents and persons in the place of parents that the physical abuse of children is unacceptable, by stiffening penalties and amending sentencing principles for child abuse-type offences.

The lay members of the General Council during the transition period are also designated by the Privy Council, as are the members of the Education Committee, who must be persons appearing to the Privy Council to be qualified to advise the General Council on matters relating to education and training in psychotherapy.

The Bill proposes the provision of increased powers to the coroner to otherwise compel attendance as a witness or a juror.
In the spirit of cooperation on this Bill, I understand that the amendments I have mentioned, insofar as they are known to the proposer of this Bill, may be acceptable and should facilitate the early passage of the Bill that is desired by the members of this House and the Government.

IFP spokesperson for Justice, Mr JH van der Merwe MP, submitted a Private Members Bill to Parliament on the 29 March 2006, which provided for the scrapping of Floor Crossing Legislation.
The IFP has noted that it has been 35 days since the Private Members Bill was handed to Parliament and the IFP is looking forward to this Bill being debated and passed.

Liberal Democrat peer, Lord Redesdale introduced his bill to try to end some of the current barriers faced by those wishing to switch to renewably generated energy, and Mike Weir SNP MP for Angus, introduced a bill to boost the use of renewable sources for generating heat.
Mike Weir's bill would increase the use of renewable fuel crops such as wood and straw, and would harness sources such as solar power and ground heat, and is supported by Friends of the Earth, the National Farmers Union and the Woodland Trust.
The Bill would provide an incentive for schools, hospitals hotels and farmers to install their own small scale units such as wood burners, ground heat pumps, or straw fired heating.

 Act to Revoke the Conviction of Louis Riel
The members of the Standing Committee on Procedure and House Affairs representing the Liberal Party of Canada and the Reform Party joined forces and decided that this bill was not votable, despite the fact that a number of government members welcomed it enthusiastically.
The preamble of this bill states that Louis David Riel, Member of the House of Commons for the electoral district of Provencher from 1873 to 1874, was convicted on August 1, 1885 of high treason, sentenced to death, and was hanged on November 16, 1885, at Regina, North West Territories.
This bill, along with the motion tabled in November 1989 by the New Democratic member for Comox-Alberni, Robert Skelly, to recognize Louis Riel as a Father of Confederation, shared the unfortunate fate of previous attempts.

The Liberal Democrat MP, Alex Carlile is tabling a Private members Bill in the House of Commons on behalf of Press for Change and the United Kingdom's transsexuals.
The bill has been allotted a second reading on February 2nd 1996 and, although not finalised, we are publishing here the form of words which has been approved by Press for Change.
The bill seeks, in as straightforward a manner as possible, to legislate a procedure for the annotation of the official Register of Births, recording a change of legal sex and forenames, in circumstances where an applicant has undergone medical treatment resulting in a permanent change of their public gender role.

Mr B J Panda of the Biju Janata Dal today moved a Private Member's Bill in the Rajya Sabha seeking a ban on unsolicited telephone calls for business promotion that intrude the privacy of individuals.
The other Private Members' Bills which were introduced in the house included the Prevention of Heinous Crime and Barbarous Cruelty against Women Bill, and Unorganised Labour Bill were moved by senior BJP leader Sushma Swaraj.

Indeed, the 1967 Abortion Act was introduced as a private members’ bill, admittedly one that received parliamentary time from the government of the day.
By my count from this excellent paper on the success of private members’ bills, 61 private members’ bills which started in the Commons have succeeded in the last decade, though of course in the main they are uncontroversial, which would not be the case for a bill to restrict abortion rights.

Alberta Bill 208, a private member’s bill introduced by Rockyview MLA Ted Morton (in an apparent redrawing of privincial boundaies, the CBC calls him a Calgary MLA) got stalled by liberals and will probably have to be re-introduced at the next sitting of the Alberta legislature.
It was a 'private' members bill which never pass unless the whole house supports them such as the anti-smoking legislation.
The Marriage Amendment Act passed 6 years ago, it was a private member's bill, and it was not supported by the "whole house." Mr Smoker (oh, smokers are so evil –and you claim to be a libertarian?!) was not there, btw.

When any Bill comes before the Parliament that deals with immigration, be it from a private source or from a government source, it will be tested against the Labor Party's firm policies.
