The killing of four private security contractors in the town of Fallujah on March 31 was the catalyst for an upsurge in fighting in Iraq that has seemed at times like a reopening of hostilities.
The security firm sent in a privately owned helicopter to resupply the besieged commandos with ammunition and to ferry out a wounded Marine who was fighting side by side with the contractors.
The problematic position of these private security contractors would therefore seem to be another reflection of the U.S. government's failure to anticipate or plan for the level of resistance it has encountered on the ground in Iraq.

 PRIVATE SECURITY OFFICERS BILL
Private entities (such as malls) that employ their own security officers (commonly called proprietary or in-house security officers) but are not in the security business do not have to be licensed (§; 7).
It defines a "security officer" as any licensed and registered person hired to safeguard and protect people, property, or both or to deter, detain, observe, detect or report any incident in order to prevent any unlawful or unauthorized entry or intrusion, larceny, vandalism, abuse, arson, or trespass on property such person was hired to protect.
The person may be (1) employed by a private security service or (2) a uniformed employee who performs security work on his employer's business premises located in an area accessible and unrestricted to the public, or to which the public has access only by paid admission (§ 16).
