The proposed power plant -- to be built on Muharraq island, east of the Bahraini capital Manama -- is to be operational in 2006 with a capacity of 1,000 MW by 2008.
Of this capacity, 370-470 MW of electricity is to be supplied to the national grid by the end of April 2006.
The proposed power plant is part of a plan to privatise the water and electricity sector under which privatised organisations would be responsible for running the station's daily operations while transmission and distribution remains in the Ministry of Electricity and Water.

The paper uses regression analysis to assess how variation in ownership of water services across space and time helps to explain differences in total child mortality rates and in the numbers of deaths due to specific causes, controlling for other variables such as economic and political characteristics of municipalities.
during the first half of the 1990s, the mortality rates of the municipalities that eventually privatised their water systems decreased at the same rate as the mortality rates that did not privatise; but after 1995, mortality rates in the former municipalities decreased more rapidly than in the others
In conclusion the paper argues that, contrary to fears that privatisation would have negative impacts on child health, it appears to have greatly increased the supply of water, reduced child mortality in areas that privatised, and had a progressive effect on health inequality.

The Cabinet is to consider on Monday a report recommending the privatisation of speed cameras, which says that more than €70 million could be raised in the first year of the system's full operation, writes Liam Reid, Political Reporter.
The report, compiled by an expert working group comprising senior officials and including the Garda, recommends a new system of privatised mobile speed cameras which would be used to target between 500 and 600 flspot sites around the country.
The privatised system should remain under the control and direction of An Garda Síochána, and it should not be financed from the fines revenue, but directly by the State, the report states.
