  What Fourth Estate?
The moral obligation of the press ought to be the monitoring of the instruments of political control and the highlighting of abuses of power: dual roles which the media singularly fails to perform, despite the pious claims made for it by modern commentators such as the BBC's Andrew Marr.
Press taxes served to restrict readership of newspapers to the well-to-do by raising cover prices and adding other taxes in order to try and restrict ownership of the press to 'men of some respectability and property', as Lord Castlereagh explained to the Commons in 1834.
Privileged opinion, as recorded in parliamentary debate in 1832, held that substantial stakeholders in society would conduct newspapers "in a more responsible manner than was likely to be the result of pauper management".

 Visit to Royal Mint
Recently I was privileged to go on a visit to the British Royal Mint in Llantrisant, a town a few miles north of Cardiff in Wales.
A further rolling press awaits the coils but unlike the previous ones this one flattens the strip to the exact thickness required for the intended coins.
I was puzzled by the presses that had bits of paper stuck on the front saying "reverse strike".

But theoretical texts don’t play a privileged part in this, for me they are less important than the context of other literary works, though probably on a par with what I read of science, history, etc. In reading mss.

As a discipline, history is particularly tied to the (flagging) health and welfare of university presses, which produce almost 50 percent of the new titles in the field (a good 10 percent higher than other humanities and social science fields, and more than twice the rate of many of the natural sciences).
While the number of university presses seeking U.S. history titles was slightly higher at the end of that span, at least 23 percent fewer presses treated the other fields.
As a field, history has long privileged the book as the culmination of historical research, and the field’s traditional belief in the progressive building, brick-upon-brick, of historical evidence makes the health of scholarly publishing vitally important to the discipline.
