Privoxy is a free multi-platform, open-source web proxy server with advanced filtering capabilities for protecting privacy, filtering web page content, managing cookies, controlling access, and removing ads, banners, pop-ups and other obnoxious junk.
Privoxy has a very flexible configuration and can be customized to suit individual needs and tastes, and can be used for both stand-alone systems and multi-user networks.
Privoxy has not been updated on Sourceforge for over a year (the current version 3.0.3 was released in Jan. 2004), which may not be a good sign for the future.

Privoxy was formerly known by the more descriptive name “Internet Junkbuster.”; It’s a local proxy that provides privacy by blocking ads, cookies, referrer information, popups and other Javascript pestware.
In this case, privoxy was sending it corrupt javascript.
I found a PDF version of the privoxy manual and printed it out to read on the T. By the time I got home, I was ready for another evening of tweaking config files.

Otherwise, Privoxy hasn't crashed or done anything peculiar in the year or so I've been running it.

What I found is Privoxy, which sounds like a prescription medication one might see on one of those obnoxious TV commercials, but actually does a pretty good job of replacing WebWasher.
Privoxy is GPL'd, and available for Linux, Windows, and several other OSs.
The Privoxy default settings are a bit on the restrictive side for some sites, but that's a matter of taste.

Privoxy can be configured to just filter the headers and not the content.

I moved the development of the software to Sourceforge, the project was renamed to Privoxy (as in privacy-enhancing proxy) and the team has extended the original version with numerous features.
The result of this is Privoxy, whose first stable release, 3.0, was released August, 2002.

I used to be strongly opposed to any kind of ad-filtering, but then things got completely out of hand with ads being used in several large cross-site tracking efforts to profile individuals.
I started to rewrite junkbust.el for Privoxy, but haven't had time to do it properly.

All you need to do is to visit the Privoxy web site, download the latest version and run the installer.
Privoxy will automatically detect the change and does not need to be restarted.
This will allow you to still use Privoxy to filter ads and the like but will tell Privoxy to bypass TOR for that particular domain.

Also, once Privoxy is toggled to use a direct connection instead of Tor, your IP will be visible, and Privoxy does n ot provide as much security alone as it does with Tor.
Similar to above, on brand new install of sarge with tor and privoxy browser, gaim, etc will spend a long time trying to connect eventually failing with 503, if tor is not running a 503 is instant.
Privoxy is also all or nothing in the sense that if a request has made it to Privoxy then either Privoxy is set up to go through Tor or it's not, there does not appear to be a way to program Privoxy so it will use Tor for some requests but not others.

Your existing ruleset includes email/usenet access which shouldn't be necessary if Privoxy is used as a web proxy only - but if you want to use it for these cases also then add the email/news rules to Privoxy and add a "Privoxy Access" rule to your email/newsreader software.
If people are using Hotmail via Outlook and you wish to route this via Privoxy then email rules will be needed as you point out - similarly for newsgroup access (although there should be little to filter there with newsgroups being either text or binary).
