If by "right to procreate" you mean the right to devlop and or use whatever technology would be necessary in order for that couple to conceive a child, then NO I do not think same-sex couples (or opposite-sex couples) should have the right to procreate.
I mean, once we know that the couple cannot procreate through conventional means and their only hope lies in the hypothetical genetic manipulation that has been banned by the famous egg and sperm law, your reasoning says they have been legally barred from procreating.
Responsible procreation means you should be committed in public marriage before being allowed to attempt procreation, and you can not marry certain people, like siblings and aunts and uncles, or children, or people of the same-sex, because the procreation would be unethical and irresponsible.
