Procurement via auction has shown up recently in a wide variety of forms in a wide variety of goods and services being procured.
Some have been successful; others backed away from such extensive reliance on web auctions for procurement within six months to a year after starting; I believe misdesign of the aucitons or the website was the principal reason; game-theoretic issues arise that are not easily handled when this is viewed simply as an IT task.
It is possible, with care and attention to detail, to design procurement auctions that lead to a high probability of a mutually profitable long-term relationship with a supplier, and yet face that supplier with regular price competition, providing incentives for cost control, for contractual flexibility, and for alternative suppliers to offer competition.
