To the unwary eye, it appeared that Brock was simply "dumped" by Professor Ivy, and had made his way off the Orange Islands back home, but on closer inspection, it seems far too obvious that something of a much darker nature occurred to him while the others were off beating Orange Island gym leaders.
If you watch it again, you'll notice that the mood of the scene where he first reacts at hearing "Professor Ivy" mentioned is very serious, and not the same level as his usual depressed scenes.
And as for Ivy, I hope they throw the book at her for this one.
