Archived: Introduction: State Education Indicators with a Focus on Title I
State Education Indicators with a Focus on Title I, the U.S. Department of Education collaborated with the state departments of education to compile, analyze, and report key indicators of the condition and progress of K-12 public education.
A majority of states have developed and implemented school-level accountability measures and improvement targets which apply to all schools, and all states are required by federal law to develop a system of school accountability for Title I programs which measures "adequate yearly progress" (AYP) according to the state's standards and measures of progress.
The progress of North Carolina students in mathematics as measured on NAEP is consistent with the progress of students on the state assessment during the period 1995 to 1998.

Each state is responsible for setting goals that call for “continuous and substantial improvement” of each public school district and public school, with the ultimate outcome that all students must meet the state’s standards for proficiency in language arts and math by the year 2014.
Every state is required to assess, and report on, the AYP performance of every school in the state, even for those schools and school districts that do not qualify as Title I entities.
Each state must establish a “starting point” that is based on performance of its lowest-achieving demographic group or of the lowest achieving schools in the state, whichever is higher.

Twenty percent of the state's public schools, or more than 380 of them, did not measure up in year-to-year improvement and were placed in less serious watch categories.
The state ratings -- based on student performance and improvement on the MCAS test, attendance and graduation rates -- are required under the federal No Child Left Behind law, which directs states to have all students perform at a proficient level by 2014.
This is also the first year since the tracking began in 1999 that the state is forcing restructuring for schools that chronically fall short of progress targets.

State Pain Commissions: New Vehicles for Progress?
State governments are giving unprecedented attention to pain management as a matter of public policy.
Your state health agency could fund studies to assess the baseline prevalence and severity of unrelieved pain in different practice settings and also determine the state of knowledge and attitudes of health professionals, patients, and the public; the results can then be publicized and used to plan interventions.
The state health agency (perhaps the cancer control program) could support development of a pain education program for the public as many states have done for drug abuse education.

Many of the incentives that the state offered Boeing -- such as $3 billion in tax breaks over 20 years -- are contingent on the company locating the 7E7 final assembly site in either Everett or Moses Lake.
Condit and other Boeing executives have long complained about the high cost of doing business in Washington, and Condit tempered his comments about the progress the state has made by saying there are still areas that need attention.
