In the Republic of Ireland, all laws passed by the Oireachtas are promulgated by the President of Ireland as required by Articles 13.3 and 25.1-5 of the Constitution of Ireland.
In Germany, the President of Germany has the duty to duly promulgate and issue laws, unless he deems them "evidently unconstitutional", the question, to which degree he has to be convinced of the constitutional violation to deny promulgation is hotly debated.

This manifestation is the promulgation of the law, which is not necessarily distinct from the very elaboration of the law, provided that this takes place by external acts–such as the vote of a legislative assembly or by royal sanction.

With some qualifiers, the Institute of Medicine (IOM) found that, "Available data suggest that where tuberculosis is uncommon or where basic infection control measures are in place, the occupational risk to health care workers of tuberculosis infection now approaches the level in their community of residence."
Based on the conclusions of the institute’s report, as well as those of the peer reviewers, OSHA has not shown that there is a significant health risk under existing conditions, and that the issuance of a new standard would significantly reduce or eliminate the risk.
Should OSHA wish to continue with the promulgation process, they will need current data showing that the rate of TB in health care providers is a significant health risk under existing conditions.
