Promulgation - Wikipedia, the free encyclopedia
Promulgation is the act of formally proclaiming new legislation to the public.
In the Republic of Ireland, all laws passed by the Oireachtas are promulgated by the President of Ireland as required by Articles 13.3 and 25.1-5 of the Constitution of Ireland.
In Germany, the President of Germany has the duty to duly promulgate and issue laws, unless he deems them "evidently unconstitutional", the question, to which degree he has to be convinced of the constitutional violation to deny promulgation is hotly debated.

This manifestation is the promulgation of the law, which is not necessarily distinct from the very elaboration of the law, provided that this takes place by external acts–such as the vote of a legislative assembly or by royal sanction.
The promulgation of a law must not be confounded with its publication, the object of the first being to make known the will of the legislator, of the second to spread the knowledge of legislative enactments among sujects bound to observe them.
A special method of promulgation was also introduced wtih the express or tacit consent of the Holy See for the decrees of congregations; they were published at the secretariate of the dicasteries from which they emanated.

Those who are not present when a law is promulgated, are bound to observe the law, in so far as it is notified or can be notified to them by others, after it has been promulgated.
The promulgation that takes place now, extends to future time by reason of the durability of written characters, by which means it is continually promulgated.

This decision to renew the Code was taken with two others, of which that Pontiff spoke on the same day: they concerned his desire to hold a synod of the diocese of Rome and to convoke an Ecumenical Council.
In promulgating this Code today, therefore, we are fully conscious that this act stems from our pontifical authority itself, and so assumes a primatial nature.
For this reason, the greatest care has been taken that during the long preparation of the Code there should be an accurate expression of the norms and that they should depend upon a sound juridical, canonical and theological foundation.

That may be true--still the Commission should strive to promulgate a new Franchise Rule that better informs a prospective franchisee of some of the challenges such as encroachment and renewal that he or she may face post-sale.
Given that the commission has been collecting comments since 1997 and that the rule was promulgated 23 years ago, it is timely to consider this disclosure rule again in light of more recent legislation and business trends.
Now, 23 years after the promulgation of the Franchise Rule, it is time for the FTC to update its disclosure document, the document that is required in all 50 States, and the logical model for the FTC to follow is the UFOC.

Just as the original diversification of the I AM must be attributed to inherent and self-contained volition, so must the promulgation of finite reality be ascribed to the volitional acts of Paradise Deity and to the repercussional adjustments of the functional triunities.
Prior to the deitization of the finite, it would appear that all reality diversification took place on absolute levels; but the volitional act promulgating finite reality connotes a qualification of absoluteness and implies the appearance of relativities.
While we present this narrative as a sequence and portray the historic appearance of the finite as a direct derivative of the absolute, it should be borne in mind that transcendentals both preceded and succeeded all that is finite.

AAOHN Comments: OSHA on the Promulgation of a TB Standard (2002)
With some qualifiers, the Institute of Medicine (IOM) found that, "Available data suggest that where tuberculosis is uncommon or where basic infection control measures are in place, the occupational risk to health care workers of tuberculosis infection now approaches the level in their community of residence."
Based on the conclusions of the institute’s report, as well as those of the peer reviewers, OSHA has not shown that there is a significant health risk under existing conditions, and that the issuance of a new standard would significantly reduce or eliminate the risk.
Should OSHA wish to continue with the promulgation process, they will need current data showing that the rate of TB in health care providers is a significant health risk under existing conditions.
