 Euclid's Elements, Book II, Proposition 14
Proposition I.45 on application of areas of rectilinear figures allows us to replace the figure under question with a rectangle of the same area.
Also in Book VI, Proposition VI.17 shows that the square on the mean proportional equals the rectangle on the two straight lines.
Proposition XII.2 says the areas of circles are proportional to the squares on their diameters.

Proposition 14 would authorize the Texas Department of Transportation (TxDOT) to borrow money on a short-term basis to improve cash flow and cash management and to issue general obligation bonds secured by the state highway fund to accelerate transportation projects.
Along with legislation passed to implement it, Proposition 14 would give TxDOT the authority to issue $3 billion in bonds - up to $1 billion per year - to improve our highways.
Proposition 14 also allows TxDOT to borrow on a short-term basis to deal with cash flow issues that may arise due to the complicated nature of federal highway funding reimbursements and the seasonal and weather-related nature of road building.
