Most of the Democratic Republic of Congo (formerly Zaire) was ruled by President Laurent Desire Kabila, whose Alliance of Democratic Forces for the Liberation of Congo-Zaire (ADFL) overthrew the authoritarian regime of Mobutu Sese Seko by armed force in 1997.
Congo's five-year war is officially over and a transitional government is trying to shepherd the vast African nation to elections next year, but the peace process has come to a halt, largely because of the continued presence of armed groups in the east.
In May 2005 it was reported that Rwandan Hutu rebels based in eastern Congo were responsible for hundreds of summary executions, rapes, beatings and hostage-taking of Congolese civilians in the territory of Walungu, South Kivu Province, the UN Mission in the Democratic Republic of Congo.

In both provinces, military action is preventing aid efforts of humanitarian agencies, leaving thousands of people dying from direct violence or from preventable disease and starvation.
In the Rutshuru territory of North-Kivu province, fighting between the government army and soldiers said to be under the orders of renegade commander Laurent Nkunda has led to the displacement of at least 37,000 people.

GOMA, 15 Aug 2005 (IRIN) - Voter registration was extended for an additional week on Sunday in the Democratic Republic of Congo provinces of Orientale and Bas-Congo due to transport and security difficulties, the chairman of the Independent Electoral Commission, Appollinaire Malu Malu, said.
Registration started in these provinces on 24 July and is now due to end on 21 August.
In Orientale Province, especially in its district of Ituri, insecurity has closed off some areas to electoral commission officials.
