Iraq's oil-rich southern provinces are considering plans to set up an autonomous region - a move that reflects their growing frustration with the central government in Baghdad.
Diplomats familiar with the talks say the three provinces have felt marginalised in new government institutions, including the consultative assembly, and believe they are not receiving a fair share of economic resources.
The three provinces, however, have felt left out, and are demanding that their local representatives, rather than the Shia clergy in Najaf, speak for them.

The chief immediate problem is that Iraq's Sunni Arabs, a minority that has dominated Iraqi politics for centuries, will likely be underrepresented in the new National Assembly due to intimidation from insurgents, who are strongest in the Sunni Arab heartland in central Iraq.
Iraq's next government will likely be Shiite-dominated and much more prickly, as it seeks to distance itself from Washington and establish its nationalist credentials.
The vote could help recast the terms of debate in Iraq, as it becomes increasingly clear that the insurgents are fighting for a Baathist or Islamic dictatorship against elected Iraqis, not officials appointed by the occupation authorities.

The provinces, Basra, Missan and Dhiqar account for more than 80 percent of the proved oil reserves of the country's 18 provinces and provide a large share of the national income.
Recently, members of the municipal council of Basra, Iraq's second largest city, have been holding talks with officials from councils in the two neighboring provinces on establishing a federal region in the south, as is established in the Kurdish north.

 IRAQ THE MODEL
Iraq is bigger than the small tension spots that you hear about from the news.
If you take a look at the map you'll find that 13 provinces are enjoying peace and almost a normal life while people in the remaining 5 provinces are also practicing a normal life in wide regions of these provinces.
I've traveled in the past week in several cities in the north, south and middle of Iraq and the common finding in the streets was tons of elections' posters encouraging people to join the elections and in some cases advertising for the policies of the competing political parties.
