Chongqing is an extreme example of this — the rural population of this municipality exceeds its urban population.
Unlike provinces, autonomous regions and municipalities, whose legal basis is provided for in Article 30 of the 1982 Constitution that governs administrative divisions, special administrative regions are provided for in Article 31 in anticipation of the retrocession of Hong Kong and Macau.

In the early 20th century, the criteria of being a provincial municipality, as stated in Laws on the City Formation (市組織法), included being the provincial capital as well as having a population of over 200,000, or over 100,000 if the city had a particular significance in politics, economics and culture.
There are currently 5 provincial municipalities, all part of Taiwan Province, administered by the Republic of China: Keelung, Hsinchu, Taichung, Chiayi, and Tainan.

Municipal consolidations, whether in the form of amalgamations (the merging of two incorporated municipalities) or annexations (the appropriation of a portion of a municipality by an adjacent municipal unit) have been taking place in North America since the 19th century.
Cost savings from consolidation are generally expected with reductions in municipal staff and elected political officials, reductions in the duplication of public agencies, lower costs associated with purchasing in larger quantities, and cost savings from specialisation and coordination improvements in the larger bureaucracy.

Even though the province-level municipalities of Taipei City and Kaohsiung City are on the island of Taiwan, they are not administratively part of the Province, and instead are administered directly by the ROC government.
Municipalities Chiayi County (嘉義縣, pinyin: Jiāyì Xiàn) is a county in southwestern Taiwan encompassing Chiayi City and administered as part of Taiwan Province of the Republic of China.
When the Kuomintang government fled to Taiwan in 1949, the provincial administration remained in place under the theory that the ROC was still the government of all of China even though critics argued that it overlapped inefficiently with the national government.

In terms of section 11(3) a municipal council can close any of its meetings "unless the municipality has given at least 14 days public notice of closure of the meeting." However, there is not mechanism to deal with public objections to council’s intentions to close its meetings.

The first municipalities were the 11 cities of Nanjing, Shanghai, Beijing, Tianjin, Qingdao, Chongqing, Xi'an, Guangzhou, Hankou, Shenyang, and Harbin.
After the Communist takeover of mainland China in 1949, Anshan, Benxi, and Fushun were made municipalities as well; while Qingdao, Shengyang, and Harbin were reduced to provincial municipalities.

There is no question that all the municipalities had endorsed having a commission or a commissioner in the event that the panel, or the municipalities themselves and the region, could not come up with a particular set of proposals.
It happened, in my view, because those municipalities were small enough that they were able to focus on what is important to their communities and to the citizens and to focus on the priorities that are important for their own region.

The two provinces have been effectively streamlined in administration, leaving the two centrally administered municipalities, five provincial municipalities, and eighteen counties as the principal divisions of the Republic of China.
Maps of China and the world published in Taiwan sometimes show provincial and national boundaries as they were in 1949, not matching the current administrative structure as decided by the Communist Party of China post-1949 and including outer Mongolia and Tuva as part of China (which the PRC has renounced sovereignty over).
In the mid-1990s, the provincial government was essentially stripped of almost all of its authority, but it remains a streamlined entity.
