Chełm was an important political and administrative centre in the Kingdom of Poland, being the capital of the land and the county comprised in it (with the Lubomel and Ratneńskie counties situated on the other side of the Bug River as well as an enclave containing the Hrubieszów county and Kryłów volost).
The new organisational entity comprised 8 eastern counties of the Lublin and Siedlce Provinces (the latter disappearing with that move) on the area of 13,644 km2, despite the fact that Russians prevailed in numbers - according to Russian government statistics - only in the Włodawa and Hrubieszów counties.
On 31st March 1951 the city of Chełm was separated from the Chełm county of the Lublin Province forming a distinct municipal county.

The yellow area is a Baltic culture (the Aesti?), the red area is the extent of the Wielbark culture in the first half of the 3rd century.
The green area is the Przeworsk culture, and the pink area is the Debczyn Culture.
Whatever the case, it seems the word was eventually applied specifically to Estonians and is the origin of the county name of Estonia, called Eistland in ancient Scandinavian Sagas and Estia, Hestia and Estonia in early Latin sources.

We have to remark, first of all, that there is a great difference in the research of the 1st-5th centuries between the northern part of the zone in question (the valley of Somes river) and the southern one (the valley of Crasna and Ier).
In the 1st-5th centuries, the first change of the population which is reflected in the archaological finds, is the penetration of the Przeworsk culture into the valley of Someº and Crasna rivers in the middle of the 2nd century.
New elements in the archaeological discoveries of North-West Romania are appearing in the 4th century, such as the Sîntana de Mureº — Cherniahov pottery ware, settlement of Lazuri and the isolated burials from Dindeºti.
