Their role is that of peacekeepers, communication between the races spread through out our galaxy, and to promote the advancement of all involved parties.

GCB 3.0 is now out (July 2003) and ships with datasheet for Basic, Cliffhangers, Compendium I, Magic, Grimoire, Martial Arts, Psionics, High-Tech, Low-tech, Swashbucklers, Bio-tech, Black Ops, Wizards, Warriors, Rogues, Supers and Fantasy Folk.
So unless you must run 2.x there is no real reason to download those.
