If psionics can do that sort of stuff at all, it should be *very* difficult--there shouldn't be anything to put in a metacreativity discipline below the equivalent of about a 7th level power/spell, so it should just be part of the psychokinesis or maybe psychoportation disciplines.
Interesting that you love 2e psionics and dislike this rule; it was put into place to specifically mimic the 2e psionics method of using ability checks to activate your powers, and possibly have them fail to work at all.
Some features may have psionic saves,defense,or increased dmg,that are actually for the purpous of plkayers fighting against them,and what the psionics could do as a flavour for that bit in a campaign;however using psionics for greater constructs against 'evil lord' leader's and defying wards etc with greater worth is truelly a minimaly needed element

Every psionic power is executed in one round and the only possible effect for domination like powers are all dominated characters attack their own groups.
Psionic Awareness is termed a "psionic ability," rather than a "psionic power," since it does not belong to one of the six disciplines, does not take up a science or devotion slot, and does not cost any PSPs to initiate or maintain.
Psionic Awareness does not recognize psionic activity or the expenditure of PSPs, only that a mind is disciplined and capable of such activity.

 Psionics: A Review, a Rebuttal, and Re-rebuttal
It has a use if you're using one of the optional rules (Psionics is different from magic), but that could have easily been handled in that alternate rule, by noting that the Psionic and Magical versions of X, Y, and Z must be bought separately.
It was determined early on that it would be particularly unsatisfying if, in order to access knowledge about psionic powers, you had to make a 'spellcraft' check or, in order to resist a psionic power being used against you, you had to rely on your Spell Resistance.
And, because your average psionic character is going to have more psionic attack and defense modes than your average monster, the psionic characters are going to be at an advantage.

However, if you're looking for the creature that'll be most feared by psionic players, I'd have to say it would be the gray glutton.
I urge psionics fans to take a look at Dragon issues #314, #316, #317, #318, and #319, all of which have psionic content that does not appear in the Expanded Psionics Handbook, including a new base psionic class (the erudite) and a new psionic race (the synad), as well as new monsters, feats, and powers.

I also use the "Psionics is Different" variant at all times (but then I'm also thinking of applying similar rules to make Divine magic different to Arcane magic).
There is one exception I might make, and that is to give psionic creatures limited numbers of pp's for manifesting their innate psionic combat modes, to make it less unbalanced for PC's in combat with them.
I will be using the psionics are different variant because even though it's a little extra work, to me it seems too much like magic without it.

 Chimerasame's Revision of Psionics
Under the old rules, being Chaotic caused Psionic characters to lose their powers, something which made a bit of sense in that it takes discipline to be a Psionicist, but considering the number of chaotic monsters with Psionic abilities, isn't really justified.
Psionic abilities initiated in the same round as physical attacks cost 50% more PSPs (round up) to use and the Jedi suffers a -2 penalty to his mental attack roll.
A psionic defense mode can always be used at the same time as other actions and can be initiated with a physical attack without causing penalties to either, or can be initiated while the Jedi is using his ability to make a physical attack and use another psionic ability simultaneously.

 RPGnet d20: Review of Expanded Psionics Handbook
Some are new, some are reworkings of previously-printed races to replace their magical abilities with psionic ones, and a couple are refugees from Dark Sun who have a new home in DandD with a psionic system to support them.
Seeing as having both arcane spells and psionic powers does nothing to allow someone to actually cast and manifest both in a single round, you're really much better off being able to pack a punch with a single high level spell instead of a lot of low level spells.
Now, the standard way to play with psionics is to do what the book calls magic-psionic transparency, which is a way of saying that anti-magic affects psionics, and vice-versa, so that you don't wind up with Psions nuking magic-resistant critters with impunity.

Anyway, this was good first effort on a more balanced system for psionics; it is absolutely nothing like the 2nd edition version where powers will randomly fail on you but they aren't quite as powerful although mind blast may strike you as being too cheap and too powerful (blame it on the mind flayer).
Their psionics systems use the skill d20 mechanic instead of the magic mehcanic, and works much better and truer to psionics than this...book.
One of my players has been trying to integrate psionics for a long time, but the only availible resource I could use to referece was the 2nd edition version, which was completely useless to the 3e/d20 rules.

Psionics has a long and chequered history in D&D, with something of a reputation in the 1st Edition days as the unruly, ungovernable, barely comprehensible step-child of the ruleset.
Strong points: The Psion character class and their psi-crystals, the breadth and flavour of the psionic powers and the numerous excellent "behind the curtain" sidebars alone are worth the price.
Add to this 3 other psionic base classes, a dozen or so interesting prestige classes, half-a-dozen new magic item types, new deity descriptions, and about 20 new monsters and you have real value for money.

If the opponent does have psionic abilities but doesn't have or use a psionic defense, he is treated as a defenseless psionic would be under the rules which control that attack form; a character without psionics is also treated as the rules for that attack form specify, for a non-psionic defender.
It is theoretically possible to wish for Natural Psionics, although the wish would have to be based on contact with a character or creature who had such abilities and would have to be very carefully phrased.
Note that a psionicist is not penalized for possessing such skills before becoming a psionicist--that is, if rolled during character creation or obtained by a character who subsequently changes classes to psionicist; however, the use of such skills by the psionicist, even at great need, should result in a lower grade for that adventure.

The original Psionics Handbook (PSH) was one of the first recourse books released for Dungeons and Dragons (D&D) 3.0 back in 2001.
The big difference is that the Psionic Warrior’s base attack starts at 0 instead of 1 and their hit die was change to a die 8.
A Psionic focus is basically a stored focus of energy you get by spending a full round concentrating and making a successful concentration check, and you have it until you use it.

It will be hard for low-level characters to balance their needs for feats from the Player's Handbook with the new psionic feats since many of the really desirable new feats have multiple prerequisites.
Rules are given for using psionics on non-psionic creatures, the effect of magic resistance on psionics, spells vs. psionics and a host of other issues that used to drive DMs bananas.
In 3rd Ed., psionics is similar to the magic system, so you do not have to learn a whole new sub-system of rules to get psionics up and running in your campaign.

If you got a psionic power set, you were superior to all other players and monsters.
Well, I discuss the prior editions to introduce perspective, because the whole history of psionics rulebooks in D&D has been a sequence of drastic alterations of rules because the prior rules were horribly imbalanced.

Pages of psionic feats lavish more powers and abilities on your character, and there are even a few new skills to use.

The Handbooks that I have are good, but the Wizard's HB is a bit dry (in terms of actual campaign use), and the kits in the Fighter's HB don't match the other classes in terms of free powers/NWPs/etc. The Complete Handbooks definitely add a great deal of depth to character creation, without simply adding power.
In my opinion, most of the Handbooks and Complete Handbooks, especially where they only give advice on how to make this kind of character, or what to do if you want to, etc, are counter-productive.
With the Paladin's Handbook, they stick with the idea that a Paladin must be some kind of knight, with some silly code of chivalry and a stupid one at that.

Thus, while psionics is not a type of magic, it is related to magic, and the relation becomes more visible in the mightiest spells and powers.
The same applies to those psionic powers and magical spells that do not have an obvious counterpart, but that could be easily applied to spells as well as psionics.
