		First we need to agree on a definition of 100% modulation, then on a way to measure the “improvement” that results in the audio.
		To start the discussion I would suggest a program psophometer (ITU-R 468-4) to measure the program level.
		It is a very fully characterized standard that you can obtain automated instruments to measure, and takes psychoacoustics a lot more into account than a simple flat, band limited VU or PPM type instrument.
