The port city of Ptolemais was located on a promontory at the northern end of the bay across from Mount Carmel.
Under the Romans the natural harbor in the southern part of the city was improved and a breakwater was constructed, transforming it the main port on the eastern Mediterranean coast.
Ptolemais plays only a small role in the Biblical narrative: Christianity quickly won adherents among the city's foreign population.

However, in the sixth century AD, Ptolemais suffered a reversal when Apollonia became the capital of Upper Libya and entered a period of near destitution, aggravated by a water supply system that had fallen into disrepair, causing the population to move away.
