  democ.htm
To frame the issue of the political nature of the Internet in relation to the concept of the public sphere is particularly appropriate because of the spatial metaphor associated with the term.
The Internet then is modern in the sense of continuing the tradition of tools as efficient means and in the sense that prevailing modern cultures transfer their characteristics to the new domain.
Because the Internet inscribes the new social figure of the cyborg and institutes a communicative practice of self-constitution, the political as we have known it is reconfigured.

The Internet and the Public Sphere: Revitalization or Decay?   (Site not responding. Last check: 2007-10-08)
A public sphere is brought into existence whenever two or more individuals assemble to interrogate both their own interactions and the wider relations of social and political power with which they are always embedded.
When the public is large, this kind of communication requires certain means of dissemination and influence; today newspapers and periodicals, radio and television are the media of the public sphere.
In stark contrast to a public sphere where conversation among citizens is limited by the mass media, and the decline of public spaces (Oldenburg), the Internet seems to be overflowing with conversation.

Public Internet Concept Paper - Draft 1.0   (Site not responding. Last check: 2007-10-08)
Defining the "Public Internet" is not about creating an alternative channel (they continue to have value based on existing or narrowly defined missions) but it is instead about partnerships among all players to fill in the gaps through the creation of shared mediating institutions and initiatives.
It could focus on promoting the use of open standards to solve public problems and be the host for a mix of Internet-based public interest applications/open standards which require a shared home to be legitimate or become established.
It may be that the Minnesota Public Internet concept is actually made up of many partnerships organizing different chunks of content and services for "syndication" across not only Digital TV but through the larger commercial web sites with "eyeballs" or users.

Public access to computers and the Internet is, therefore, germane to the library’s mission and key to all of the library’s service roles as: a center for education and lifelong learning; a reference and research library; a community and cultural center; and a popular materials library.
The Internet is an unregulated medium, however, which, in addition to providing information that is personally, professionally and culturally enriching also enables access to material that is illegal and to materials that some find offensive.

Even though the encryption key is public knowledge, it can't be used to decrypt the messages it encodes.
One of the consequences of this is that asymmetric ciphers are slow, and are therefore rarely used to encrypt large blocks of data.
Instead, the usual approach is to encrypt data with a conventional cipher using a randomly generated key; that key is first communicated using the public key cipher, effectively increasing the amount of data the public key can encrypt.

With regard to the Internet, the evidence so far shows that while 40 or more hours a week of access are used by the public, that use is limited to a few enthusiasts.
